They're not. The VivaAerobus website shows returns (HRL-MTY) for as low as: $70 in May View Attachment
$59 in June

VivaAerobus is a Mexican airline based in Monterrey, and is targeting people from Monterrey to get to the Valley, so the return is HRL-MTY.
If you're talking about MTY-HRL, then it's adjustment for demand. Fares will go up and down like any other airline. Just like the fares I listed above will go up and down.
Those are all TO monterrey.. i said RETURN flights. ?? those prices on the screen shots you replied with were for flights FROM Harlingen to MTY... make up your mind. Harlingen is not selling these flights to Monterrey as flights for Mexicans to fly here. it's yet another destination to fly to from VIA.

Harlingen is not selling the flights. VivaAerobus is selling the flights. For Mexicans to get to the Valley. Since it's a Mexican airline, the point of sale will skew heavily to originating in Mexico.
Since it's a new airline for HRL, of course they'd have a ceremony and position it as a new destination for HRL.
But looking beyond the superficial optics, this is all about getting Monterrey to the Valley.

Like any other promotion, the $49 fare is first come, first serve. And there's a limited number. Given that the demand for the flights is high, the $49 fares are gone as people snatched them up. The $49 fare bucket filled, so it's on to the next fare bucket.

I agree with Miles. The ad you posted literally says from new route - Monterrey to Harlingen/SPI - $49. When the flights are much more into Harlingen than out.
